The real question is not “what is the best open-source GitHub Issues alternative?” It is “do you want a planning system attached to your code, or a planning system that can survive outside GitHub?” If your team only needs bugs, labels, assignees, and lightweight discussion, GitHub Issues is still annoyingly competent.
